I very much expect the lineups to be more:
A lister
A or B+ lister
Corresponding villain
Team builder from A-list team (ie, JLA/JSA/Titans, not like the Metal Men)
Cult favorite or team builder from cult team
I think as a general guideline it's going to be very Marvel Legends in that way, although the trouble with DC is that there's a much smaller A-list and then a greater gulf between A and B than Marvel has. You could also roughly patch it over onto WWE Elite, which is generally Main Eventer, Main Eventer, Female Wrestler, 3 wrestlers from some mix of Midcarder/Retro Midcarder/Tag Team Member/NXT Wrestler.
So a DC Collector wave might be more like: Batman, Scarecrow, Flash, Stargirl, and Nightmaster (that one's for you, Damien!). This is wild speculation, of course, we don't even know how many figures would comprise a wave and a lot of my guesses are based on what they're doing with WWE, which has different needs. I just think at a minimum, with the requirements of retail now, we can expect 2 A-listers a wave. Even if the waves are only 4 characters, which seems distinctly possible.
