Ugh. I have to agree. Seems like they couldn’t settle on a concept, and mashed a jumble of ideas together. The design doesn’t speak to me. Id likely pass on this one.
 
Whenever I see the phrase "cool breeze" I think of a phrase my grandfather used to use which might be the most Boston thing he ever said:
"That guy thinks he's hot shit, but a cool fart would knock him down a peg."

Cool Breeze looks like that kid in the '80s on Halloween that couldn't decide what he wanted to be so he's both a G.I. Joe and a Ninja Turtle. I hate it.

I'm a big fan of Payload. Particularly the v2 color scheme. Even without a proper shuttle, I think the Classified team would knock Payload out of the park as a Deluxe offering. Would definitely buy that.
 
Truth be told, I'm a little surprised at how popular Cool Breeze isn't. I really thought he'd get more love, even as someone who doesn't want his figure.

And yeah, Payload would be a fantastic deluxe. We have two legacy figures next year, maybe we're getting an astronaut.
 
I think Damien nailed it - Cool Breeze's design is actually antithetical to what we love about Joes. Everyone else is weird, but super specialized, there's a very good reason for their weirdness. Cool Breeze looks like someone doing closet cosplay with whatever they have on hand.

Tempest? Never heard of her. She looks cool. I’d buy her.

Cool Breeze’s design is, indeed, whack. But I love that issue and I have always wanted him.

Payload! Loved the figure as a kid, absolutely would buy. But we need Astro-Vipers!!

I thought of an even better way to explain my dislike: If Claymore is the filecard you write for your self-insert character, Cool Breeze is the design of your self-insert character.

Totally fair.

Though I did always think Cool Breeze’s design was meant to highlight his hubris, which, to be fair, does indeed get him killed.
