We’re still trying to get a Hammond Torch out of these guys. It’s not that I don’t want Toro, there’s just higher priorities for me.

This is the answer. 100% want Toro. He's essential for the Invaders and Jim Hammond. However, they're never going to do Toro unless they first do his partner, the Original Torch. Especially in still barely touched categories like WW II characters, plenty of people on this board are going to want more than the four characters they select in these polls and actually say so in their responses.
 
Yep, I certainly get all of that. It was just that Toro had around half of the responses of the other lowest two (Miss America and Whizzer). That just really surprised me and I guess that is what I was trying to express.

Agree, I was also surprised Toro didn't do better. I think people are voting strategically, I know I am, thinking if they finally do this character (Jim Hammond), they're much more likely to do his partner, Toro.
 
I think Toro is a long shot, since he'd basically be the exact same figure and deco as Hammond, just on a smaller, teen buck. I don't see Hasbro investing in something like that out of an exclusive figure set somewhere.
 
What's cool, is that Toro could double as a young Johnny Storm Human Torch, if they do it right.

I don't know that that works... Toro is depicted as like a 13 year old kid (Wikipedia says typically depicted as between 12 to 15)... Johnny Storm was older... 17 when he got his powers... and is depicted as a normal height - 5'10" according to Marvel Universe - and I feel like trying to force those onto the same figure would feel wrong.
 
If Toro were to actually get done, I'd like him on the Sam Alexander Nova teen buck. That size. And Bucky should be on a comparably-sized buck as well.
