Subject accepted early retirement from the GI Joe Unit with disconcerting calm. Unlike many of his fellow soldiers, Fine calmly assessed the situation, slowly walked back to his quarters, methodically packed up his personal belongs, and left the base without any emotion or fanfare. Standard surveillance has followed as he took on consulting work with several laser/targeting systems vendors - most notably, taking on some contract work for MARS. His work is somewhat counter to the administration's goals, as Fine is part of a team developing a targeted laser defensive grid which can be stationed around civilian targets to prevent missile attacks. His connection to weapons manufacturers precludes ending surveillance on the subject.
"Never take your eyes off the quiet ones. Yeah, Sci-Fi is earning some money from defense contractors, but one of his jobs right now is testing a laser rifle that can fry the targeting system on a missile or bomb from three miles away through a concentrated beam of superheated light.
