Doubtful. DC stuff usually gets announced at least a few days ahead of time. Besides, Zatanna is now supposedly in the next Collectors Edition wave along with Blackhawk, Elongated Man, Prof. Pyg, and Cosmic Boy.

That would be my guess. I’m thinking Todd shows upwards of 25 new DC 7” scale figures at NYCC. Gotta clear the deck before that happens.
